Permanent residents of Canada are entitled to have a Canadian Permanent Resident Card. The initial PR Card is usually issued after a person obtains permanent resident status in Canada.
A valid PR Card allows a permanent resident of Canada to return to Canada with a valid foreign passport, without the need for applying from abroad for a Permanent Resident Travel Document (which essentially acts as a visa). PR Card also serves as an identity document.
PR Card renewal or replacement application can only be submitted while the applicant is physically present in Canada.
When applying for PR Card renewal, a permanent resident of Canada is expected to demonstrate that he/she has fulfilled minimum residency obligations in Canada (some exceptions apply), and is not inadmissible to Canada.
Those who fail to meet general requirements for PR Card renewal or replacement would be required to submit evidence of any applicable exception or humanitarian and compassionate grounds.
Some applicants for PR Card renewal may have their applications refused. Furthermore, in some cases a decision can be made by Canadian immigration authorities for such applicants to lose their Canadian permanent resident status. It is important to consider seeking legal advice in order to potentially avoid such situations, or at least to promptly deal with such situations when they arise.
In cases of urgent need to travel outside Canada, a permanent resident of Canada may request urgent processing of PR Card application.
